Sir,

I have the honour to inform you that at their

29th Meeting on the 14th December, 1922, the

Standing Defence Sub-Committee of the Committee of

Imperial Defence had under consideration the questions

(1) whether it was permissible under Article 19 of

the Washington Treaty to extend the existing naval

drydock at Hong Kong, (2) whether the storage at

Hong Kong of spare parts for aircraft borne in H.M.

Ships was permissible under the Washington Treaty,

and (3) whether in view of Article 19 of the

Washington Treaty it would be legitimate to establish

a naval volunteer reserve at Hong Kong.

The Committee recommended:-

(a) That the question of whether the extension

of the naval dock at Hong Kong was permissible under the Washington Treaty should be referred to the Legal Advisers of the Foreign Office for their opinion.
